Prioritized Projects

The District has compiled a comprehensive list of projects to be considered as part of the 2024 bond measure.
The development of the list began in early 2023, with a comprehensive Facilities Condition Index (FCI) assessment completed for all facilities at each college. A preliminary list of project priorities was developed using the assessment and adhering to a set of guiding principles:
- Safety first
- Facilities Strategic Plan (FSP) goals
- New buildings providing a new service to outweigh replacement or renovation of a building that provides a service already being provided
- Buildings with ‘low’ scores should generally rank low
- Minimize swing-space construction
Each college provided feedback on the assessment in April and May 2023 and created an initial priority project list. Colleges may continue to shift the order of the projects as necessary. The amount of bond funding voters indicate they support may impact campus decisions as a districtwide master list is finalized.
San Diego City College
- New Campus Commons: A modern hub with dining, gathering venues, study rooms, and communal spaces, replacing the outdated “D” Building, which is now 60 years old.
- State-of-the-Art Performance Center: A cutting-edge facility for lectures, performances, and events, supporting stagecraft, multimedia, and performing arts programs, replacing 50-year-old Saville Theater.
- Upgraded Exercise Science Facilities: Enhanced with better air quality, temperature control, asbestos removal, and technological improvements.
- Modernized Utilities and Central Plant: Up-to-date energy-efficient technologies to reduce costs and ensure reliability.
- Affordable Student Residential Village: Housing for approximately 800 students with amenities like laundry, kitchen, living spaces, and recreation areas, plus safe pedestrian pathways to the main campus.
- New Agriculture Program Facility: Equipped with classrooms, labs, greenhouses, and field research areas, supporting sustainable practices and providing fresh produce to underserved communities.
San Diego Mesa College
- New Kinesiology and Health Facilities: Replacing outdated 1960s buildings with modern exercise science and athletic spaces.
- New Aquatics Center: Supporting lifeguard training and water safety programs, replacing an obsolete 50-year-old facility.
- Modernized Utilities and Central Plant: Up-to-date energy-efficient technologies to reduce costs and ensure reliable performance.
- State-of-the-Art Theatre: Replacing the 1962 Apolliad Theatre with advanced sound, lighting, and stage technologies, including performance spaces and a large event lecture hall.
- Early Education Center: Providing childcare, early education services, and practicum training for students pursuing Childcare Professional certificates, replacing an outdated 1960’s Child Development Center.
- Community Health Center: Offering preventive services, mental health support, dental care, and primary care for students, faculty, staff, and the community while providing educational opportunities for students pursuing Allied Health careers.
San Diego Miramar College
- Renovated Aviation Facility: Modern technology, climate control, and advanced equipment to enhance training safety and expand aviation job training.
- New Early Childhood Education Center: Offering interactive play spaces and learning materials, outdoor exploration zones, and secure drop-off, meeting the growing demand for early childhood educators.
- Stagecraft, Multimedia, and Performance Center: Large lecture hall and performance space with advanced sound, lighting, and stage technologies for educational and community events.
- Modernized Utilities and Central Plant: Energy-efficient systems to reduce costs and improve reliability for heating, cooling, and electricity.
- English and Communication Arts Center: Support academic and career needs with new classrooms outfitted with modern technologies and innovative features, multimedia studios, writing labs, editing suites, and a gallery, replacing an obsolete lecture hall.
- College Welcome Center/Academic Resource Center: Reception area, information desk, computer workstations, and spaces for orientation and welcome events, serving students, parents, and the community.
San Diego College of Continuing Education
- Career Training Area Renovation: Upgrade welding, HVAC, and building trades facilities at the Educational Cultural Complex (ECC) with modern equipment and innovative technologies to improve safety and align with industry standards.
- Automotive Technology Program Modernization: Renovate facilities to support modern technologies and processes, enhancing hands-on experiences and internships to increase student employability.
- Campus Repairs and Renovations: Address structural issues at the Continuing Education Mesa College and Mid-City Campuses to preserve building integrity and prevent property damage.
- New Central Plant Construction: Build a Central Plant at the ECC with energy-efficient systems to reduce utility costs and ensure reliable access to essential utilities, supporting campus and community activities.
- Educational Cultural Complex Renovation: Update the 50-year-old facility with a new Student Services Center, a Community Room for events, and childcare facilities for student parents.
- Mid-City Campus Expansion: Expand or construct a new campus to accommodate in-demand programs such as English as a Second Language (ESL), Citizenship, job training, and skill development, addressing waiting lists, and supporting social integration and economic opportunities for the community.
