Measure HH, approved by voters in November, is a $3.5 billion bond measure that authorizes funding for needed repairs, upgrades, and new construction projects at City College, Mesa College, Miramar College, the College of Continuing Education, and other district facilities.

California law requires that the District’s Board of Trustees appoint an independent CBOC to work with the District to ensure transparency and accountability to the public.
Committee Responsibilities
In accordance with Education Code Section 15278(b), the Committee shall perform the following tasks:
- Inform the public concerning the District's expenditure of Measure HH bond proceeds;
- Review expenditure reports produced by the District to ensure that Measure HH bond proceeds were expended only for the purposes outlined in Measure HH and;
- Present to the Board in public session an annual written report outlining the Committee's activities and conclusions regarding the expenditure of Measure HH bond proceeds.
Appointment of Committee Members
The Board will make all appointments from applications submitted to SDCCD. The Committee shall consist of at least seven members (plus alternates) appointed by the Board from a list of candidates submitting written applications, and including the following:
- One student enrolled and active in a community college support group, such as student government.
- One member active in a business organization representing the business community located in the District.
- One member active in a senior citizen organization.
- One member active in a bona fide taxpayers association.
- One member active in a support organization for the college, such as a foundation.
- Two members of the community-at-large.
Time Commitment and Term
Initial appointments will be staggered, so some initial appointees will be appointed to serve one full two-year term. The other initial appointments will serve a one-year term but will be eligible for reappointment by the Board for a second and third two-year term.
