Members of the San Diego Community College District community explain the history behind Juneteenth and the continuing work of freedom for all. The Emancipation Proclamation in 1863 only freed slaves in states that had rebelled against the Union. The abolition of slavery throughout the United States would come through the 13th Amendment ratified in December of 1865.
