Planning, Design, and Construction

SDCCD’s Planning, Design, and Construction team coordinates the comprehensive management and development of the District's physical facilities across multiple campuses and district offices. It is the District's building authority, ensuring code and access compliance. The team also ensures that the District's physical infrastructure supports its educational mission, adheres to budgetary constraints and regulatory requirements, and aligns with sustainability goals. 
 
The group is the liaison between building contractors, designers, and district employees from the initial programming of construction projects through the completion and occupancy. Responsibilities include:

  • Capital improvements program
  • Energy management and environmental planning
  • Facility strategic planning
  • Facility design standards
  • Coordination with the Division of the State Architect (DSA) for design, construction, testing, and inspection
  • Oversight of non-DSA projects as required by California Building Codes
  • Construction management (including new construction, renovations, and site improvements)
  • Consulting and contracting opportunities

The District’s Capital Improvements Program includes all facility upgrades and site improvements, infrastructure projects, safety upgrades, revitalization initiatives, and future new construction.  
 
Capital planning staff also manage screening and selection of design professionals and contractors, design-build competitions, capital asset renewal, the annual review and revision of the District’s Five-Year Capital Construction Plan, and development and updating of the District’s Facility Strategic Plan, and Strategic Energy and Environmental Plan
 
Additionally, the District is partnering with The Michaels Organization to develop, design, construct, and operate an apartment complex that will provide affordable housing to San Diego City College students. The project is expected to be completed by early 2028. 
 
The District recently concluded its $1.555 billion Propositions S and N construction bond program and is placing a measure for a new bond on the November 2024 ballot.   
 

SDCCD is committed to sustainability and energy efficiency as part of its broader environmental stewardship and operational goals. It outlines strategies for reducing energy consumption, optimizing energy use, and implementing sustainable practices across all District facilities. SDCCD focuses on incorporating energy-efficient technologies, promoting conservation efforts, and adhering to best practices in energy management to reduce the environmental impact of its operations and lower operational costs. 
 
The 2023-2030 Districtwide Strategic Plan identifies being a Leader in Sustainability as one of five overarching goals, with strategies to include:  
Encourage and champion District governance policies and practices that promote and reinforce sustainability principles. 
Support districtwide leadership, advocacy, and stewardship efforts on campus, across the curricula, in the classroom, and in the community. 
Continue to incorporate consideration of the environment, community welfare, and future impacts on all infrastructure, operations, and maintenance plans. 
Continue to develop and incorporate sustainability content across the curricula.

Strategic Energy and Environmental Plan 

The key objective of Facility and Campus Strategic Planning is to align the development and management of physical spaces with the District’s educational goals and long-term vision. This involves optimizing existing resources, planning for future needs, and ensuring that facilities support academic success, operational efficiency, and sustainability.  

Components of Facility Strategic Planning at both the District and college level include:

  • Assessment of current facilities, including buildings, grounds, and infrastructure
  • Future needs analysis to include projected changes in enrollment, programmatic needs, and technological advancements
  • Stakeholder engagement with those who use the facilities regularly
  • Space planning and utilization
  • Sustainability and environmental considerations to maximize energy efficiency and sustainable practices and minimize environmental impact
  • Financial considerations
  • Ensuring all facilities comply with local, state, and federal building codes and standards
  • Project planning, phasing, management, monitoring and evaluation
  • Technology integration
  • Security considerations

The Construction Management team oversees and coordinates all construction and renovation projects within the District, helping to ensure projects are completed efficiently, on budget, in compliance with regulatory standards, and in keeping with goals for state-of-the-art facilities outlined in the San Diego Community College District Strategic Plan (Goal E) and the Board of Trustees Strategic Plan (Goal E).  

Functions include:

  • Specifying project objectives and plans including delineation of scope, budgeting, scheduling, setting performance requirements, and selecting project participants.
  • Maximizing resource efficiency through procurement of labor, materials, and equipment.
  • Implement various operations through proper coordination and control of planning, design, estimating, contracting, and construction throughout the entire process.
  • Developing effective communications and mechanisms for resolving conflicts

SDCCD adheres to California’s Uniform Public Construction Cost Accounting Act ("CUPCCAA"). These guidelines offer alternative procedures for the District when undertaking public project work through contracts.  

  • Projects costing $60,000 or less can be executed by the agency's employees through various means, such as a force account, negotiated contract, or purchase order. 
  • Projects costing $200,000 or less can be contracted through informal procedures as outlined in the Act.  
  • Projects costing $200,000 or more require formal bidding processes.

We invite all licensed contractors to register as vendors with us through PlanetBids. Contractors that would like to be considered for inclusion on the District’s Informal Bidding Contractors List must include "CUPCCAA" when completing the Category/Description section. Since projects for the SDCCD are considered public works, all contractors on our projects must be registered with the Department of Industrial Relations.
