About the District’s Capital Improvements Program 

As one of the largest of California’s 73 community college districts, the San Diego Community College District serves approximately 80,000 students annually at its three credit colleges, San Diego City College, Mesa College, and Miramar College, and the seven campuses of the San Diego College of Continuing Education.
The District’s Capital Improvements Program (CIP) is managed by the Operations, Enterprise Services, and Facilities Division. Through thoughtful planning and strategic investment, the CIP aims to modernize, expand, and maintain our campuses to support future growth and flexibility with facility needs. The program includes all projects funded by Measure HH, along with all facility upgrades and site improvements, infrastructure projects, safety upgrades, revitalization initiatives, and future new construction.

Capital planning staff also manage screening and selection of design professionals and contractors, design-build competitions, capital asset renewal, the annual review and revision of the District’s Five-Year Capital Construction Plan, and development and updating of the District’s Facility Strategic Plan, Climate Action Plan, and Strategic Energy and Environmental Plan.

Additionally, the District is partnering with The Michaels Organization to develop, design, construct, and operate an apartment complex that will provide affordable housing to San Diego City College students. The project is expected to be completed by early 2028.
