Measure HH Citizens' Bond Oversight Committee
Message from the Chair
The San Diego Community College District's Citizens' Bond Oversight Committee (CBOC) monitors the proper use of public funds approved by voters through Measure HH. We are pleased to provide this annual report summarizing activity for the 2025-2026 fiscal year. While you'll read more in this report, here are some highlights:
- Construction began on the district's first-ever affordable student housing community at San Diego City College. The seven-story mid-rise will include 283 apartment-style units, providing nearly 800 beds, along with shared spaces such as study lounges, tutoring rooms, a wellness center, and a basic-needs pantry.
- Beginning in 2025, the district developed online standardized project profiles for Measure HH projects. These profiles provide consistently updated information on project scope, schedule, and status, improving transparency and public understanding of Measure HH activities across all campuses. You'll see them linked below to individual projects.
- During 2025-26, the district completed a comprehensive update to the Measure HH website. The revised site expanded access to project information, procurement opportunities, CBOC meeting materials, financial documents, and program updates, serving as a centralized resource for community members, contractors, and stakeholders seeking information about Measure HH.
- The inaugural financial and performance audit for the bond program was deemed "clean" or unmodified, meaning no material findings.
Public confidence depends on transparency, accountability, and open communication. The committee will continue to monitor the use of Measure HH bond funds, review program information from public meetings, and report its observations to the community.

Featured Projects
The four highlighted projects below represent the current centerpiece of Measure HH construction at each college. Each links to its full project profile with schedule and status detail.
Affordable Student Housing Community
On November 7, 2025, SDCCD marked the launch of the San Diego City College Student Housing project with a project kickoff and virtual reality presentation - the first student housing community built in the district's 110-year history. The all-electric building will offer rents around $900/month, well below market rate, expanding affordable housing access for low-income students, veterans, and former foster youth.
Athletics Complex
The Mesa College Athletics Complex project will replace aging, decades-old athletic, exercise science, and dance facilities with modern, accessible spaces for instruction, training, and campus recreation. The roughly 115,000-square-foot project is designed to enhance both athletic and community-use spaces while improving connectivity across campus, aligning with the college's broader Master Plan. The project is currently in the design phase, with construction planned in two increments.
Early Education Center
The Miramar College Early Education Center project will replace the aging Child Development Center with a new 18,500-square-foot facility, expanding early learning and childcare services for students and their families. The project will also improve connectivity between the north and south portions of campus. Now in the design phase, the center will offer a modern, accessible space supporting students, families, and Miramar's educational mission.
Educational Cultural Complex (ECC) Theatre Renovation
The Educational Cultural Complex (ECC) Theatre Renovation project will modernize and expand one of the district's most significant community and performing arts venues, while preserving its role as a cultural and educational resource. Improvements will upgrade building systems and enhance accessibility and functionality, supporting instructional programs, performances, and community events. The project is currently in construction, with substantial completion expected in spring 2027.

Program News & Updates
Independent Financial and Performance Audits
As required by Proposition 39, Measure HH undergoes annual independent financial and performance audits. For fiscal year 2024-25 - the bond program's first year - auditors Eide Bailly reviewed the Measure HH General Obligation Bond Fund and issued an unmodified, "clean" opinion, finding no issues with internal controls, compliance, or financial reporting.
The CBOC reviewed the results and confirmed the audit had no findings or recommendations for corrective action, reflecting sound stewardship of voter-approved bond funds.

Measure HH Website Update
This year, the district completed a comprehensive update of the Measure HH website to improve public access to program information. Enhancements included improved navigation, additional information resources, such as individual project profiles, and details about procurement opportunities.
The website serves as a centralized resource for community members, stakeholders seeking information about Measure HH projects and program activities, supporting the district's commitment to transparency and public accountability.
About the Citizens' Bond Oversight Committee (CBOC)
The Citizens' Bond Oversight Committee (CBOC) provides independent oversight of Measure HH expenditures and helps ensure that bond proceeds are used only for voter-approved projects. Established pursuant to Proposition 39 and California Education Code Section 15278, the committee promotes accountability, transparency, and public access to information regarding the bond program.
The CBOC reviews bond expenditures, project progress, and independent financial and performance audits, and reports its findings to the community through public meetings and annual reporting. Committee members are volunteers representing taxpayers, business and community organizations, students, senior citizens, and college support organizations.
Public Meetings and Participation
The CBOC meets quarterly, with meetings open to the public and conducted in accordance with the Brown Act. Community members may attend meetings, provide public comment, and review meeting agendas, minutes, financial reports, audit reports, and project updates through the Measure HH website.

About the District
The San Diego Community College District (SDCCD) includes San Diego City College, San Diego Mesa College, San Diego Miramar College, and San Diego College of Continuing Education. The SDCCD is governed by its Board of Trustees. No oral or written representation is binding on the SDCCD without the express approval of the Board of Trustees.
The CBOC finds the District complies with the requirements of Article XIIIA, Section 1(b) (3) of the California Constitution, based on the review of the annual financial and performance audit report and information received at CBOC meetings and subcommittee meetings. All financial reports and meeting documents are available online, with a summary of CBOC oversight activities and our annual meeting calendar.
