Bond Workforce Education Program

The Bond Workforce Education Program  (BWEP) is designed to strengthen the local workforce by encouraging employers to invest in the education and professional growth of their employees and their families.  Through BWEP, partner companies Participating in Measure HH contracts are required to engage in workforce development opportunities offered by the San Diego Community College District (SDCCD).

This initiative is led by the District’s Operations, Enterprise Services and Facilities Division in partnership with Educational Services and the SDCCD colleges: City College, Mesa College, Miramar College, and College of Continuing Education.

Program Requirements

Firms must ensure at least 5% of their local workforce or a minimum of five individuals (whichever is greater) enroll in and complete an SDCCD course. Exemptions apply to firms with fewer than 30 employees or contracts valued at less than $250,000.

Courses can be credit or noncredit, offered online or in person, and may support professional or personal development.

Implementation

The initial rollout has focused on the College of Continuing Education which provides free classes and serves as the site of the first Bond construction program.  Outreach efforts to the other colleges have included sharing information regarding the BWEP and identifying leadership teams to promote enrollment and participation across all campuses.
